وأوضحت الوثيقة أنه تم توفير قرابة 27 مليار ريال في عام 2016، بفضل التعديلات السابقة على الطاقة والمياه، بينما تستهدف مبلغ 59 مليار ريال في عام 2017، 30 مليارا منها بفضل التعديلات السابقة، و29 منها بعد التعديلات الجديدة المقرر اعتمادها في الفترة المقبلة.
